Proposal Summary:
The purpose of the USAID/Ghana Monitoring, Evaluation and Learning (MEL) Platform activity is to provide high quality, demand-driven monitoring and evaluation technical assistance and analytical services to USAID/Ghana staff, implementing partners, and local country stakeholders that advance U.S. foreign policy goals and USAID’s strategic objectives in Ghana.

Position Summary:
Under the supervision of the deputy chief of party (DCOP) The GIS Specialist will be responsible for managing spatial datasets and creating maps and other cartographic products as required by USAID/Ghana. The GIS Specialist will be required to work effectively with USAID and other third parties to collect, update, and maintain geospatial datasets
– Create cartographic products using data collected for monitoring, evaluations, studies, and assessments.
– Lead field data collection efforts as necessary using smartphones, tablets, paper surveys, and other data collection techniques
– Compile geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs, and existing maps and maintain the data in a geospatial database
– Analyze spatial data to incorporate into documents and reports.
– Provide support and recommendations to the implementation of GIS best practices on Monitoring and Evaluation Systems in place in coordination with home office GIS support.
– Meet with users to define data needs, project requirements, required outputs, or to develop GIS products in coordination with home office GIS support.
Five (5) years of professional experience in GIS, geography, or related field.
Bachelor’s degree or higher in geography, cartography, GIS, earth sciences, or related field
Experience with QGIS, other open-source GIS software, ArcGIS and ArcGIS Online.
Experience in supporting field data collection utilizing mobile data collection devices and applications.
Experience working with USAID and/or other large international development organizations.
Excellent data management skills and experience working with datasets in multiple formats including shapefile, geodatabase, CSV, and XLS.
Excellent English writing, speaking, and presentation abilities.
